Do they only own the concrete space or also the green area between the parking lot and the little private park?

Is there more to this story about parking? It would seem that unless the Blok people are going to provide clean up from their patrons using the lot and contribute to the maintenance, taxes and liability insurance, then they don't really have a reason to be upset unless there is more to the story. Can't fault them for wanting to generate some income from their property to offset their expenses.

I'm sure it was a case of the previous owner not being strict about who parked there and then the new owner being more so.
