There are hundreds of traffic lights with the "shields" busted out. Does anyone know if the city is going to replace them, does insurance cover such a thing? does the city just chalk it up as a loss?

Notwithstanding the fact that it looks bad, during the day without the glare-shields it makes the lights harder to see.
