I know the U.S. Bank Tower in Los Angeles (1,018 ft) is designed to withstand an 8.3 earthquake. But I'd imagine the wind was WAY more of a concern when the Devon Tower was initially being designed than an earthquake; for any, if any, buildings being designed currently for Oklahoma City (700 ft+) they may start considering to design the building(s) to withstand strong winds AND strong earthquakes at the rate we're going. I only experienced minor earthquakes while working there, but you could definitely feel the building move. I bet once they pull that off and natural light comes in from above, that structure will look a lot more transparent and really stand out. I worked in a 40 story building in Downtown Dallas (our office was on the 27th floor) and when it was windy you could here the structure creaking in our conference room. We did a space on the 39th floor and there was a large chandelier over the board room table that would sway when it was windy. We always joked that you could tell it was windy outside when there were whitecaps in the toilet/urinal. I think it would take an earthquake that is ridiculously big even by California standards for something bad to happen to Devon tower. Generally speaking, skyscrapers are so over-engineered they fare better than smaller and older buildings when it comes to earthquakes and severe weather.
