I took a ride on the canal last night, and the tour guide said that there was a rumor that a new 8 story hotel was in the works for that grass lot across from the entrance to Bricktown Ballpark. Is he wrong or talking about the canceled Cotton project?

That doesn't sound like the Cotton Exchange at all. It was 12 stories and the lot across from the entrance of the Ballpark would have only been 4 stories and no hotel was in the plans AT ALL.
Didn't Brewer at one point want to build a hotel there? Maybe they're repeating old rumors. I don't know. Maybe its something new also.

Your tour guide was wrong. The only thing "in the works" for that space was Cotton's project, which he has now shelved due to lack of financing. It is possible, of course, that he could develop new partners/funding and resurrect the project. It is also possible that he could sell the property and plans to someone - he has expressed a willingness to do so - and they could move forward with the same project. It's also possible, of course, that someone could buy the property and start from scratch on a different project.
To date, none of the above has taken place.
