When AT&T acquired Bell South, the FCC forced them to offer $10 DSL for 3 years.
Now, AT&T does not want you to know about this. They have gone to great lengths to avoid you getting this deal, so you must be persistent.

There's the link. I'm pretty sure you have to have existing AT&T service and not already be a DSL customer. This might save a few of you some decent $ though.
